Open Source has a high priority in the political agenda of many
countries (eEurope 2005 Action Plan, Brazil etc.). However, the
discussion about the pros and cons of OS is still controversial. This
talk will examine some of the typical arguments and their relevance
for Developing Countries. Moreover, two case studies - Met@logo and
it@foss - will be presented which will exemplify how OS can be used
for the benefit of developing countries. The Met@logo project is
developing an open source eGovernment platform which allows
entrepreneurs in Chile, Colombia, Honduras and Peru to carry out
administrative processes online. It@foss is an InWEnt programme on
promoting FOSS for development in Southeast Asia. |

Hannes Karkowski is working for the GTZ and is an expert on
eGovernment and ICT for Developent. Moreover, he has got a strong
background in political sciences. Currently, he is working as the
project manager of the local e-governance project Met@logo in Chile,
Colombia, Honduras and Peru, coordinating a consortium of 14 partners
from 10 countries. Hannes' professional interests include eGovernment,
reforms of business environment and good governance. Recent articles
on Met@logo include "@LIS: a New Cooperation Model for the Development
of the Information Society" (written jointly with Morganti, Warnaars
and Pokorski da Cunha) and "eGovernment for improving the local
business environment: Case Study from Latin America - Met@logo"
(written jointly with Ilka Buss). |
