title The Benefits and Risks of OS for eGovernance in Developing Countries

speaker Mr. Hannes Karkowski

affiliation German Technical Cooperation (GTZ), Germany

abstract Open Source has a high priority in the political agenda of many countries (eEurope 2005 Action Plan, Brazil etc.). However, the discussion about the pros and cons of OS is still controversial. This talk will examine some of the typical arguments and their relevance for Developing Countries. Moreover, two case studies - Met@logo and it@foss - will be presented which will exemplify how OS can be used for the benefit of developing countries. The Met@logo project is developing an open source eGovernment platform which allows entrepreneurs in Chile, Colombia, Honduras and Peru to carry out administrative processes online. It@foss is an InWEnt programme on promoting FOSS for development in Southeast Asia.
