abstract Electronic Governance (e-Governance) seeks to transform public service delivery and citizens' participation or engagement in government decision processes for both social and economic benefits. Achieving effective and efficient e-governance depends largely on the availability of a strategic plan. An e-governance strategic plan typically describes the government's own view of electronic governance and identifies all its key stakeholders. It also provides the vision, goals, strategies and measurable objectives for the e-governance agenda as a whole. In addition, a typical strategic plan also specifies how government readiness for e-governance would be established and the basis for prioritizing initiatives. This module aims to provide a basic understanding of e-governance strategies and teaches how an effective strategic plan can be developed through a process.

Specifically, it teaches:

  1. core elements of an e-governance strategy
  2. how to design and conduct an e-readiness assessment exercise
  3. how to develop the vision, goals and objectives for e-governance
  4. how to develop a portfolio of the required intervention programmes
  5. how to prioritize intervention programmes
  6. how to monitor and evaluate progress

Important elements of the strategic plans of some e-governance leaders are also discussed as case studies.

bio Elsa Estevez is project staff of the Center for Electronic Governance at UNU-IIST. She is Assistant Professor at Universidad Nacional del Sur (UNS) in Bahia Blanca, Argentina. She holds a Magister in Computer Science from the same university and a Licenciado Degree in Computer Science from Universidad de Buenos Aires, Argentina. She teaches subjects related to Software Engineering. She is member of the e-Macao project at United Nations University - International Institute for Software Technology. Her research interest include: Electronic Government, software infrastructure for Electronic Government and Component-Based Development.
