| abstract |
This presentation provides the results of a meta-survey on global best practices in electronic governance as well as a survey on online presence and availability of public services. The meta-survey considered annual benchmarks reports from four major international organizations: The United Nations Department of Economic and Social Affairs (UNDESA), Accenture, Brown University and the Economist/IBM Institute for Business Values, between 2000 and 2004. Three categories of results are presented: (i) state of global e-governance readiness (2000 - 2004), (ii) degree of online presence of countries (as at 2004) and (iii) availability of 20 common services on government websites (as at 2004). In particular the report identifies specific countries that have reached the highest level of sophistication in the electronic delivery of these 20 public services as best practices. Finally the latest report by UNDESA on Global e-Governance Readiness for 2005 is discussed with emphasis on the performance on African countries and Nigeria in particular. |

Elsa Estevez is project staff of the Center for Electronic
Governance at UNU-IIST. She is Assistant Professor at Universidad
Nacional del Sur (UNS) in Bahia Blanca, Argentina. She holds a
Magister in Computer Science from the same university and a Licenciado
Degree in Computer Science from Universidad de Buenos Aires,
Argentina. She teaches subjects related to Software Engineering. She
is member of the e-Macao project at United Nations University -
International Institute for Software Technology. Her research interest
include: Electronic Government, software infrastructure for Electronic
Government and Component-Based Development. |
