abstract Organizational transformation is critical to the effective application of Information and Communication Technology (ICT) in business and in government in particular. There is growing consensus that most reported failures in ICT related-projects are due to the relatively poor attention given to organizational transformation issues - especially in terms of people and processes. This module discusses organizational transformation in the context of electronic governance. It starts by explaining change management in large organizations such as government agencies, new public management, strategic and performance management, business process reengineering, and the role of good practice program management when implementing IT strategy. Finally, the importance of ICT governance is explained as an enabler of organizational change. Specifically the module will explain:
  1. basic concepts of organizational transformation and why it is imperative for e-Governance
  2. good practice approaches, tools, and techniques widely used for transformation such as Balanced Scorecard, program management, benefits management, business process reengineering
  3. the role of ICT as an enabler for strutural and process changes in government and public services organizations.

bio Adegboyega Ojo is Project Staff at the International Institute for Software Technology of the United Nations University (UNU-IIST), Macao SAR. He is on leave from the Department of Computer Sciences, University of Lagos where he is a Senior Lecturer. Before his engagement at UNU-IIST, he had led major software development projects involving large multinationals in Nigeria. He has first hand knowledge in working with the public sector through his on-going participation in the Macao e-Government Project - a project which creates the strategic direction and foundation for e-government development in Macao. He is currently involved with a number of survey, research, capacity development and software infrastructure building tasks within the project. His research interest includes e-Government, Conceptual Modelling, Ontology Development and applications of Computational Intelligence. His particular interest in e-Government includes Measurement and Benchmarking, e-Service Development, Inter-government Workflow Management and Semantic Interoperability. He holds a Bachelor and Doctorate degrees in Computer Science from the University of Lagos in Nigeria. He is a member of the Association for Computing Machinery, IEEE Computer Society and Computer Professionals of Nigeria.
