abstract

Electronic Governance (e-Governance) seeks to transform public service delivery and citizens' participation or engagement in government decision processes for both social and economic benefits. Information and Communication Technologies (ICT) are the main enablers for implementing the required transformations. The aim of this course is to present main technologies applied for implementing Electronic Governance, providing a general background and understanding about technical concepts.

In particular, the course teaches:

  1. Introduction to Object Orientation - a paradigm for system modeling
  2. Introduction to UML - a notation for modeling object oriented systems
  3. Introduction to XML - syntax to represent data description languages
  4. Introduction to Open Source Software - software with available source code

bio Elsa Estevez is project staff of the Center for Electronic Governance at UNU-IIST. She is Assistant Professor at Universidad Nacional del Sur (UNS) in Bahia Blanca, Argentina. She holds a Magister in Computer Science from the same university and a Licenciado Degree in Computer Science from Universidad de Buenos Aires, Argentina. She teaches subjects related to Software Engineering. She is member of the e-Macao project at United Nations University - International Institute for Software Technology. Her research interest include: Electronic Government, software infrastructure for Electronic Government and Component-Based Development.
